The current tech doesn’t really factor in road conditions AFAIK. Which is a pretty big factor that dictates how brakes should be applied to stop safely.
One example is, if you’re driving along an area with a soft or no shoulder during rain or snow, stopping suddenly could easily make the car slide off the road and end up upside-down or down a cliff. There unfortunately are times where hitting someone/something is unavoidable, along with being the safest option and the decision making capability isn’t fully there yet.

The scenario I mentioned would have the buttons simply labeled with a number/letter. 95% of the time I don’t even look on the remote to use a button. Also, if you hit the wrong button, no big deal, you just the other/s.

I’d just go for a “feature” that disables the on/off function (leaving the momentary function alone) of the hi-beam when a sensor/s detects light above a certain luminosity. I also think an extra cost to the registration could be tacked on for vehicles that are lifted or otherwise have headlights above a certain height that would scale with the said height.
